ZOES PLAN

Our plan for a better Harris County

Applying Philotimo to Harris County

1. Honor & Pride

Balancing the budget isn’t just about numbers—it’s about restoring honor to how tax dollars are managed. Instead of passing deficits to future generations, we take pride in running the county responsibly. Honor means rejecting wasteful spending and ensuring every dollar reflects the values of our community.

2. Dignity & Respect

When fixing streets and infrastructure, respect means prioritizing neighborhoods that have been neglected, not just the loudest or wealthiest voices. Dignity ensures seniors, working families, and underserved communities all receive fair access to safe roads, sidewalks, and drainage improvements.

3. Responsibility & Duty

Public safety is a duty. Taking responsibility means fully funding law enforcement, firefighters, and EMS—not only with fair pay but also with the training and resources they need. Duty also means accountability: measuring results in crime reduction, not just funding increases.

4. Generosity & Hospitality

Generosity in government doesn’t mean reckless spending—it means smart investment. We invest in after-school programs, mental health support, and job training because these create safer communities and reduce long-term costs. Hospitality is creating a county where businesses want to expand, bringing jobs and tax revenue that strengthen our budget.

5. Virtue & Moral Excellence

When new programs are introduced, virtue demands transparency and fairness. For example, road repair contracts should be awarded to companies with proven records, not political donors. Moral excellence means decisions are based on what benefits the public, not backroom deals.

6. Selflessness & Gratitude

Gratitude to first responders means more than speeches—it means ensuring pensions are secure, mental health services are available, and equipment is state-of-the-art. Selflessness means cutting waste from political perks and redirecting funds to those who put their lives on the line daily.

7. Courage & Sacrifice

Fixing a deficit often means making tough calls: cutting ineffective programs, consolidating overlapping departments, or saying no to tax hikes when government bloat is the real issue. Courage is standing firm against special interests, even when they pressure for unnecessary spending. Sacrifice is choosing efficiency reforms that may upset insiders but protect taxpayers.

8. Inner Goodness & Integrity

Integrity means publishing a transparent, line-item county budget online so taxpayers can see where every dollar goes. It means holding quarterly town halls to listen directly to residents about crime, infrastructure, and services. Inner goodness ensures every decision is rooted in fairness and a genuine desire to serve.
